Barangay Santa Cruz Norte forms part of City of Iriga, a city in Camarines Sur, and is classified as a small barangay.

This made it the 34th largest of 36 barangays in City of Iriga by population, placing it among the smaller barangays of the city. The barangay recorded 540 residents in the 2015 intercensal count and 692 residents in the 2020 Census — a net change of +28.1%, consistent with a growing settlement. The Philippine Statistics Authority classifies Barangay Santa Cruz Norte as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

City of Iriga is a city comprising 36 barangays, and serves as the governing unit directly responsible for local services in Barangay Santa Cruz Norte, including public health, sanitation, peace and order, and civil registration.
