According to the 2020 Philippine census, Barangay Kahayagan had a population of 1,569. This made it the 37th largest of 54 barangays in City of Pagadian by population, placing it in the middle tier of the city. Residents of Barangay Kahayagan accounted for approximately 0.75% of the total population of City of Pagadian, which stood at 210,452 in the same census year.

The barangay recorded 1,495 residents in the 2015 intercensal count and 1,569 residents in the 2020 Census — a net change of +4.9%, consistent with a growing settlement.
