Barangay Punta Bilar forms part of City of Surigao, a city in Surigao Del Norte, and is classified as a small barangay.

This made it the 28th largest of 54 barangays in City of Surigao by population, placing it in the middle tier of the city. The Philippine Statistics Authority classifies Barangay Punta Bilar as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
