Situated in Guiguinto, Bulacan, Barangay Panginay is one of 14 barangays that make up the municipality within Central Luzon.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Panginay had a population of 1,693. This made it the 14th largest of 14 barangays in Guiguinto by population, placing it among the smaller barangays of the municipality. Residents of Barangay Panginay accounted for approximately 1.49% of the total population of Guiguinto, which stood at 113,415 in the same census year.

The barangay recorded 1,528 residents in the 2015 intercensal count and 1,693 residents in the 2020 Census — a net change of +10.8%, consistent with a growing settlement. The Philippine Statistics Authority classifies Barangay Panginay as urban, reflecting the density and built-up character of the area.

Guiguinto is a municipality comprising 14 barangays, and serves as the governing unit directly responsible for local services in Barangay Panginay, including public health, sanitation, peace and order, and civil registration.
