Situated in San Manuel, Isabela, Barangay District 1 (Pob.) is one of 19 barangays that make up the municipality within Cagayan Valley.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay District 1 (Pob.) had a population of 2,830. This made it the 3rd largest of 19 barangays in San Manuel by population, placing it in the upper half of the municipality. Residents of Barangay District 1 (Pob.) accounted for approximately 8.30% of the total population of San Manuel, which stood at 34,085 in the same census year.

The barangay recorded 2,839 residents in the 2015 intercensal count and 2,830 residents in the 2020 Census — a net change of -0.3%, consistent with a broadly stable settlement.
