Situated in San Miguel, Catanduanes, Barangay Santa Elena is one of 24 barangays that make up the municipality within Bicol Region.

This made it the 24th largest of 24 barangays in San Miguel by population, placing it among the smaller barangays of the municipality. Residents of Barangay Santa Elena accounted for approximately 1.02% of the total population of San Miguel, which stood at 15,680 in the same census year.

Between the 2015 and 2020 censuses, the population of Barangay Santa Elena changed from 163 to 160, a shift of -1.8% over the five-year period.
