Situated in Santo Domingo, Albay, Barangay San Fernando is one of 23 barangays that make up the municipality within Bicol Region.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay San Fernando had a population of 2,195. This made it the 6th largest of 23 barangays in Santo Domingo by population, placing it in the upper half of the municipality. Residents of Barangay San Fernando accounted for approximately 5.81% of the total population of Santo Domingo, which stood at 37,765 in the same census year.

The barangay recorded 2,193 residents in the 2015 intercensal count and 2,195 residents in the 2020 Census — a net change of +0.1%, consistent with a slowly expanding settlement. The Philippine Statistics Authority classifies Barangay San Fernando as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Santo Domingo is a municipality comprising 23 barangays, and serves as the governing unit directly responsible for local services in Barangay San Fernando, including public health, sanitation, peace and order, and civil registration.
