Situated in Silvino Lobos, Northern Samar, Barangay Cabunga-an is one of 26 barangays that make up the municipality within Eastern Visayas.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Cabunga-an had a population of 1,400. This made it the 3rd largest of 26 barangays in Silvino Lobos by population, placing it among the most populous barangays of the municipality. Residents of Barangay Cabunga-an accounted for approximately 9.27% of the total population of Silvino Lobos, which stood at 15,100 in the same census year.

The barangay recorded 1,261 residents in the 2015 intercensal count and 1,400 residents in the 2020 Census — a net change of +11.0%, consistent with a growing settlement. The Philippine Statistics Authority classifies Barangay Cabunga-an as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
