Situated in Talisay, Camarines Norte, Barangay San Francisco is one of 15 barangays that make up the municipality within Bicol Region.

This made it the 2nd largest of 15 barangays in Talisay by population, placing it among the most populous barangays of the municipality. Residents of Barangay San Francisco accounted for approximately 9.19% of the total population of Talisay, which stood at 27,244 in the same census year.

Between the 2015 and 2020 censuses, the population of Barangay San Francisco changed from 2,268 to 2,504, a shift of +10.4% over the five-year period. This places the barangay among those with growing populations in Talisay. The Philippine Statistics Authority classifies Barangay San Francisco as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Talisay is a municipality comprising 15 barangays, and serves as the governing unit directly responsible for local services in Barangay San Francisco, including public health, sanitation, peace and order, and civil registration.
