Barangay Isic Isic forms part of Vintar, a municipality in Ilocos Norte, and is classified as a small barangay.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Isic Isic had a population of 1,788. This made it the 2nd largest of 33 barangays in Vintar by population, placing it among the most populous barangays of the municipality. Residents of Barangay Isic Isic accounted for approximately 5.36% of the total population of Vintar, which stood at 33,339 in the same census year.

The barangay recorded 1,796 residents in the 2015 intercensal count and 1,788 residents in the 2020 Census — a net change of -0.4%, consistent with a broadly stable settlement. The Philippine Statistics Authority classifies Barangay Isic Isic as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Vintar is a municipality comprising 33 barangays, and serves as the governing unit directly responsible for local services in Barangay Isic Isic, including public health, sanitation, peace and order, and civil registration. Within the wider province of Ilocos Norte, which contains 559 barangays across its component cities and municipalities, Barangay Isic Isic ranks 60th by 2020 population.
