Barangay Clearance vs NBI Clearance vs Police Clearance: Which Do You Need?

A side-by-side comparison of the three most common clearances in the Philippines — what they cover, where to get them, fees, validity, and which one your employer or transaction actually needs.

Published: April 14, 2026· 9 min read

Barangay clearance, NBI clearance, and police clearance are the three most-requested clearances in the Philippines — and they are the most commonly confused. People queue up at the wrong office, pay for documents they don't need, or get rejected at the last minute because they brought the wrong one. This guide settles the confusion for good.

Quick answer: which one do you need?

Barangay Clearance

A barangay clearance is the most local of the three. It certifies that you have no pending complaints, blotters, or unresolved disputes at the barangay level. It is the easiest to get — usually issued the same day, often within 30 minutes if you have all your requirements.

What it's good for

  • Pre-employment requirements (almost always asked)
  • Local business permit applications
  • Tricycle and pedicab registration
  • Some scholarship applications
  • Local court matters and small claims
  • Cooperative membership

What it's NOT good for

  • Visa applications to most countries
  • Overseas employment (POEA)
  • Replacing an NBI clearance for any national-level requirement
  • Banking transactions in major banks

Police Clearance

Issued by your local Philippine National Police (PNP) station, police clearance is a city- or municipality-level check that you have no derogatory record at the local PNP. It includes biometric capture (fingerprints) and a name search through the National Police Clearance System (NPCS).

How to apply

  • Go to your local PNP station's clearance section
  • Bring 2 valid IDs and the application fee
  • Have your biometrics captured (fingerprints, photo)
  • Wait for the system to process and print your clearance

Some cities now offer online application through the PNP's e-Clearance portal, but you still need to visit the station for biometrics.

What it's good for

  • Local employment (some employers prefer this over NBI)
  • Tricycle franchise or driver's permit in some LGUs
  • Government local-level transactions

NBI Clearance

The most authoritative of the three. NBI clearance is issued by the National Bureau of Investigation and certifies that you have no criminal record on file in their national database. It checks against court records, prosecutor records, and watchlists nationwide.

How to apply (2026)

  • Register at clearance.nbi.gov.ph
  • Fill out the application form online
  • Set an appointment at the nearest NBI satellite office
  • Pay through GCash, Maya, online banking, or over-the-counter
  • Visit the satellite office on your appointment day for biometrics and photo
  • Receive your clearance the same day (most cases) or within 3 days

💡 Tip

For visa or overseas employment, request the "NBI Clearance with Apostille" — this adds a Department of Foreign Affairs (DFA) authentication that's required for international use. The Apostille adds about ₱200 and takes a few extra days.

What it's good for

  • Employment (almost always required)
  • Visa applications worldwide
  • POEA / OWWA processing for overseas work
  • Local court matters
  • Adoption applications
  • Firearm licensing
  • Government security-sensitive positions

Common mistakes people make

Bringing the wrong one to a job interview

HR departments are specific. Always ask: "Which clearances do I need to bring?" Most ask for NBI + barangay. Some banking and security jobs ask for all three. Don't assume.

Using an expired clearance

All three have validity periods. NBI is the longest at 1 year. Barangay and police are 6 months. Many employers want clearances issued within the last 3 months — even if they're technically still valid.

Going to the wrong barangay

You can only get barangay clearance from the barangay where you currently reside. If you moved recently, the old barangay can't issue your clearance — and the new one needs proof of residency. Use Barangay Directory's search to find your barangay's contact info before going.

Trying to substitute one for another

They are not interchangeable. If a form asks for NBI clearance, you cannot give them a police clearance. If it asks for barangay clearance, you cannot give them NBI. Get exactly what's asked.

Forgetting the cedula

Barangay clearance applications require a current-year cedula. If you don't have one, the barangay won't process your application. See our cedula complete guide.

For special cases

If you have a barangay blotter

A blotter is a local barangay record. Minor blotters (settled disputes, noise complaints) usually don't prevent issuance of clearance. Active or unresolved cases will delay your barangay clearance — but they generally don't affect NBI or police clearance unless the case escalated. See: How barangay blotters work.

If you're a Filipino citizen abroad

You can apply for NBI clearance through the Philippine Embassy or Consulate in your country of residence. Barangay clearance generally cannot be issued remotely — you would need a representative with authorisation in the Philippines.

If your name is misspelled on a clearance

Don't accept it. Have it corrected on the spot before paying. Misspellings cause rejections at later stages (especially for visa and overseas employment).

The bottom line

For most Filipinos, the practical reality in 2026 is this:

  • For employment: get NBI clearance + barangay clearance. Police clearance is a backup.
  • For overseas work or visa: NBI clearance with Apostille is non-negotiable.
  • For local transactions and business: barangay clearance is usually enough.
  • Always ask first. Five minutes of asking the right person saves you a half-day at the wrong office.

Frequently Asked Questions

Is barangay clearance the same as NBI clearance?

No. Barangay clearance certifies your standing in your local barangay only — issued by your Punong Barangay. NBI clearance is a national check against criminal records issued by the National Bureau of Investigation. They have different scopes, different issuers, and different uses.

Do I need a barangay clearance to apply for NBI clearance?

No. NBI clearance does not require a prior barangay clearance. You can apply for NBI clearance directly online at clearance.nbi.gov.ph using only valid IDs.

Which is more important — barangay, NBI, or police clearance?

It depends on what you need it for. For employment, most companies ask for all three. For visa applications and overseas work, NBI clearance is the most authoritative. For local transactions and small business permits, barangay clearance is often enough.

How much does each clearance cost in 2026?

Barangay clearance: typically ₱20–₱50 for personal use. Police clearance: ₱100–₱180 depending on city, plus PNP system fees. NBI clearance: ₱155 for the standard certificate (excluding payment channel fees).

Can I get all three on the same day?

Possibly, depending on your location and luck. Barangay clearance is fastest (often 30 minutes). Police clearance usually takes a few hours including biometrics. NBI clearance can be completed in 1–3 days online with same-day or next-day pickup at most NBI satellite offices.

How long is each clearance valid?

Barangay clearance: 6 months. Police clearance: 6 months (city-by-city, sometimes shorter). NBI clearance: 1 year from issuance date.

Which clearance does my employer actually want?

For most private and government jobs, employers will explicitly ask for NBI clearance (mandatory) plus either barangay or police clearance (or both). Always ask HR exactly which combination they require before queueing up at three different offices.

Can I use one clearance instead of another?

Generally no. They certify different things and are issued by different authorities. NBI clearance cannot replace barangay clearance for purposes that specifically require local certification (like a barangay business permit). Barangay clearance cannot replace NBI for visa or overseas employment requirements.

What if I have a record on one but not the others?

Barangay records (blotters) are local and don't appear on NBI or police clearance — unless the case escalated to formal charges. NBI records come from court convictions, formal complaints filed at the prosecutor's office, and HOLD departures. Police clearance is generated from PNP city/municipal records.

Do I need a clearance if I'm self-employed or freelancing?

For most freelance work, no. But some clients (especially government, banking, and security-sensitive industries) require all three. For business registration, you'll need barangay clearance for the business permit application.
