Situated in Aglipay, Quirino, Barangay San Leonardo is one of 25 barangays that make up the municipality within Cagayan Valley.

According to the 2020 Philippine census, Barangay San Leonardo had a population of 2,676. This made it the 1st largest of 25 barangays in Aglipay by population, placing it among the most populous barangays of the municipality. Residents of Barangay San Leonardo accounted for approximately 8.71% of the total population of Aglipay, which stood at 30,714 in the same census year.

Between the 2015 and 2020 censuses, the population of Barangay San Leonardo changed from 2,352 to 2,676, a shift of +13.8% over the five-year period. This places the barangay among those with growing populations in Aglipay. Barangay San Leonardo is officially classified as urban, reflecting the density and built-up character of the area.

Aglipay is a municipality comprising 25 barangays, and serves as the governing unit directly responsible for local services in Barangay San Leonardo, including public health, sanitation, peace and order, and civil registration.
