Classified as a mid-sized barangay, Barangay Rizal is one of the administrative divisions of Alicia in Isabela, Cagayan Valley, Philippines.

According to the 2020 Philippine census, Barangay Rizal had a population of 4,051. This made it the 4th largest of 34 barangays in Alicia by population, placing it among the most populous barangays of the municipality. Residents of Barangay Rizal accounted for approximately 5.48% of the total population of Alicia, which stood at 73,874 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Rizal moving from 4,146 residents to 4,051 residents, an intercensal change of -2.3%. The trajectory indicates a contracting community. Barangay Rizal is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
