Situated in Calinog, Iloilo, Barangay Hilwan is one of 59 barangays that make up the municipality within Western Visayas.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Hilwan had a population of 536. This made it the 49th largest of 59 barangays in Calinog by population, placing it among the smaller barangays of the municipality. Residents of Barangay Hilwan accounted for approximately 0.85% of the total population of Calinog, which stood at 62,853 in the same census year.

The barangay recorded 546 residents in the 2015 intercensal count and 536 residents in the 2020 Census — a net change of -1.8%, consistent with a broadly stable settlement. The Philippine Statistics Authority classifies Barangay Hilwan as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Calinog is a municipality comprising 59 barangays, and serves as the governing unit directly responsible for local services in Barangay Hilwan, including public health, sanitation, peace and order, and civil registration.
