Situated in Daram, Samar, Barangay Tugas is one of 58 barangays that make up the municipality within Eastern Visayas.

This made it the 20th largest of 58 barangays in Daram by population, placing it in the middle tier of the municipality. Residents of Barangay Tugas accounted for approximately 1.82% of the total population of Daram, which stood at 41,608 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Tugas moving from 878 residents to 758 residents, an intercensal change of -13.7%. The trajectory indicates a contracting community.
