Barangay Binalay

Classified as a small barangay, Barangay Binalay is one of the administrative divisions of General Macarthur in Eastern Samar, Eastern Visayas, Philippines.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Binalay had a population of 967. This made it the 4th largest of 30 barangays in General Macarthur by population, placing it in the upper half of the municipality. Residents of Barangay Binalay accounted for approximately 6.71% of the total population of General Macarthur, which stood at 14,411 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Binalay moving from 1,004 residents to 967 residents, an intercensal change of -3.7%. The trajectory indicates a contracting community. The Philippine Statistics Authority classifies Barangay Binalay as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

General Macarthur is a municipality comprising 30 barangays, and serves as the governing unit directly responsible for local services in Barangay Binalay, including public health, sanitation, peace and order, and civil registration. Within the wider province of Eastern Samar, which contains 597 barangays across its component cities and municipalities, Barangay Binalay ranks 154th by 2020 population. Barangay Binalay is governed by an elected Sangguniang Barangay composed of a Punong Barangay and seven kagawads, with the Sangguniang Kabataan representing the youth. The next BSKE, set for Monday, November 2, 2026, will elect officials to four-year terms as provided under Republic Act No. 12232.
