This places the barangay among those with slowly expanding populations in Hinoba-An. The Philippine Statistics Authority classifies Barangay Talacagay as urban, reflecting the density and built-up character of the area.

Hinoba-An is a municipality comprising 13 barangays, and serves as the governing unit directly responsible for local services in Barangay Talacagay, including public health, sanitation, peace and order, and civil registration. Within the wider province of Negros Occidental, which contains 662 barangays across its component cities and municipalities, Barangay Talacagay ranks 99th by 2020 population.
