Barangay Upper Pulacan

Barangay Upper Pulacan is a mid-sized barangay in the municipality of Labangan, located in the province of Zamboanga Del Sur, in the Zamboanga Peninsula region of the Philippines.

According to the 2020 Philippine census, Barangay Upper Pulacan had a population of 4,250. This made it the 1st largest of 25 barangays in Labangan by population, placing it among the most populous barangays of the municipality. Residents of Barangay Upper Pulacan accounted for approximately 9.60% of the total population of Labangan, which stood at 44,262 in the same census year.

The barangay recorded 4,172 residents in the 2015 intercensal count and 4,250 residents in the 2020 Census — a net change of +1.9%, consistent with a slowly expanding settlement. Barangay Upper Pulacan is officially classified as urban, reflecting the density and built-up character of the area.

Labangan is a municipality comprising 25 barangays, and serves as the governing unit directly responsible for local services in Barangay Upper Pulacan, including public health, sanitation, peace and order, and civil registration. Within the wider province of Zamboanga Del Sur, which contains 779 barangays across its component cities and municipalities, Barangay Upper Pulacan ranks 36th by 2020 population. Zamboanga Del Sur is classified as a 1st by the Bureau of Local Government Finance, a category that reflects the province's annual regular income.

Barangay Upper Pulacan is governed by an elected Sangguniang Barangay composed of a Punong Barangay and seven kagawads, with the Sangguniang Kabataan representing the youth. The next BSKE, set for Monday, November 2, 2026, will elect officials to four-year terms as provided under Republic Act No. 12232.
