Situated in Victoria, Oriental Mindoro, Barangay Bethel is one of 32 barangays that make up the municipality within MIMAROPA Region.

According to the 2020 Philippine census, Barangay Bethel had a population of 806. This made it the 29th largest of 32 barangays in Victoria by population, placing it among the smaller barangays of the municipality. Residents of Barangay Bethel accounted for approximately 1.54% of the total population of Victoria, which stood at 52,175 in the same census year.

The barangay recorded 809 residents in the 2015 intercensal count and 806 residents in the 2020 Census — a net change of -0.4%, consistent with a broadly stable settlement. Barangay Bethel is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Victoria is a municipality comprising 32 barangays, and serves as the governing unit directly responsible for local services in Barangay Bethel, including public health, sanitation, peace and order, and civil registration.
