Situated in Aurora, Isabela, Barangay San Rafael is one of 33 barangays that make up the municipality within Cagayan Valley.

This made it the 26th largest of 33 barangays in Aurora by population, placing it among the smaller barangays of the municipality. Residents of Barangay San Rafael accounted for approximately 1.57% of the total population of Aurora, which stood at 36,621 in the same census year.

The barangay recorded 572 residents in the 2015 intercensal count and 575 residents in the 2020 Census — a net change of +0.5%, consistent with a slowly expanding settlement. The Philippine Statistics Authority classifies Barangay San Rafael as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
