Situated in Balatan, Camarines Sur, Barangay Tomatarayo is one of 17 barangays that make up the municipality within Bicol Region.

This made it the 12th largest of 17 barangays in Balatan by population, placing it in the middle tier of the municipality. Between the 2015 and 2020 censuses, the population of Barangay Tomatarayo changed from 503 to 631, a shift of +25.4% over the five-year period. This places the barangay among those with growing populations in Balatan. Barangay Tomatarayo is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Balatan is a municipality comprising 17 barangays, and serves as the governing unit directly responsible for local services in Barangay Tomatarayo, including public health, sanitation, peace and order, and civil registration.
