Situated in Binmaley, Pangasinan, Barangay Lomboy is one of 33 barangays that make up the municipality within Ilocos Region.

This made it the 7th largest of 33 barangays in Binmaley by population, placing it in the upper half of the municipality. The barangay recorded 3,521 residents in the 2015 intercensal count and 3,506 residents in the 2020 Census — a net change of -0.4%, consistent with a broadly stable settlement. The Philippine Statistics Authority classifies Barangay Lomboy as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
