Classified as a very small barangay, Barangay Poblacion Barangay 4 is one of the administrative divisions of General Macarthur in Eastern Samar, Eastern Visayas, Philippines.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Poblacion Barangay 4 had a population of 294. This made it the 15th largest of 30 barangays in General Macarthur by population, placing it in the middle tier of the municipality.
