Situated in Guinayangan, Quezon, Barangay Balinarin is one of 54 barangays that make up the municipality within CALABARZON.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Balinarin had a population of 420. This made it the 35th largest of 54 barangays in Guinayangan by population, placing it in the middle tier of the municipality. Residents of Barangay Balinarin accounted for approximately 0.95% of the total population of Guinayangan, which stood at 44,045 in the same census year.

The barangay recorded 449 residents in the 2015 intercensal count and 420 residents in the 2020 Census — a net change of -6.5%, consistent with a contracting settlement. The Philippine Statistics Authority classifies Barangay Balinarin as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Guinayangan is a municipality comprising 54 barangays, and serves as the governing unit directly responsible for local services in Barangay Balinarin, including public health, sanitation, peace and order, and civil registration.
