Barangay Osmeña forms part of Macarthur, a municipality in Leyte, and is classified as a small barangay.

This made it the 14th largest of 31 barangays in Macarthur by population, placing it in the middle tier of the municipality. Residents of Barangay Osmeña accounted for approximately 3.23% of the total population of Macarthur, which stood at 21,578 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Osmeña moving from 713 residents to 697 residents, an intercensal change of -2.2%. The trajectory indicates a contracting community. The Philippine Statistics Authority classifies Barangay Osmeña as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
