Situated in Maddela, Quirino, Barangay Pedlisan is one of 32 barangays that make up the municipality within Cagayan Valley.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Pedlisan had a population of 808. This made it the 22nd largest of 32 barangays in Maddela by population, placing it in the middle tier of the municipality. Residents of Barangay Pedlisan accounted for approximately 1.97% of the total population of Maddela, which stood at 40,943 in the same census year.

Between the 2015 and 2020 censuses, the population of Barangay Pedlisan changed from 638 to 808, a shift of +26.6% over the five-year period. This places the barangay among those with growing populations in Maddela. The Philippine Statistics Authority classifies Barangay Pedlisan as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Maddela is a municipality comprising 32 barangays, and serves as the governing unit directly responsible for local services in Barangay Pedlisan, including public health, sanitation, peace and order, and civil registration.
