Situated in Mambusao, Capiz, Barangay Bula is one of 26 barangays that make up the municipality within Western Visayas.

According to the 2020 Philippine census, Barangay Bula had a population of 3,259. This made it the 2nd largest of 26 barangays in Mambusao by population, placing it among the most populous barangays of the municipality. Residents of Barangay Bula accounted for approximately 8.01% of the total population of Mambusao, which stood at 40,690 in the same census year.

Between the 2015 and 2020 censuses, the population of Barangay Bula changed from 3,000 to 3,259, a shift of +8.6% over the five-year period. This places the barangay among those with growing populations in Mambusao. Barangay Bula is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Mambusao is a municipality comprising 26 barangays, and serves as the governing unit directly responsible for local services in Barangay Bula, including public health, sanitation, peace and order, and civil registration. Within the wider province of Capiz, which contains 473 barangays across its component cities and municipalities, Barangay Bula ranks 42nd by 2020 population.
