Situated in Miagao, Iloilo, Barangay San Rafael is one of 119 barangays that make up the municipality within Western Visayas.

This made it the 12th largest of 119 barangays in Miagao by population, placing it among the most populous barangays of the municipality. Residents of Barangay San Rafael accounted for approximately 1.77% of the total population of Miagao, which stood at 68,115 in the same census year.

The barangay recorded 1,303 residents in the 2015 intercensal count and 1,204 residents in the 2020 Census — a net change of -7.6%, consistent with a contracting settlement. The Philippine Statistics Authority classifies Barangay San Rafael as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
