Situated in Piat, Cagayan, Barangay Villa Rey is one of 18 barangays that make up the municipality within Cagayan Valley.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Villa Rey had a population of 1,143. This made it the 8th largest of 18 barangays in Piat by population, placing it in the middle tier of the municipality. Residents of Barangay Villa Rey accounted for approximately 4.61% of the total population of Piat, which stood at 24,805 in the same census year.

The barangay recorded 1,028 residents in the 2015 intercensal count and 1,143 residents in the 2020 Census — a net change of +11.2%, consistent with a growing settlement. The Philippine Statistics Authority classifies Barangay Villa Rey as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Piat is a municipality comprising 18 barangays, and serves as the governing unit directly responsible for local services in Barangay Villa Rey, including public health, sanitation, peace and order, and civil registration.
