Situated in Roxas, Isabela, Barangay San Rafael is one of 26 barangays that make up the municipality within Cagayan Valley.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay San Rafael had a population of 3,714. This made it the 6th largest of 26 barangays in Roxas by population, placing it in the upper half of the municipality. Residents of Barangay San Rafael accounted for approximately 5.64% of the total population of Roxas, which stood at 65,839 in the same census year.

The barangay recorded 3,694 residents in the 2015 intercensal count and 3,714 residents in the 2020 Census — a net change of +0.5%, consistent with a slowly expanding settlement. The Philippine Statistics Authority classifies Barangay San Rafael as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
