Situated in Tubod, Surigao Del Norte, Barangay Cawilan is one of 9 barangays that make up the municipality within Caraga.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Cawilan had a population of 1,931. This made it the 2nd largest of 9 barangays in Tubod by population, placing it in the upper half of the municipality. Residents of Barangay Cawilan accounted for approximately 12.84% of the total population of Tubod, which stood at 15,043 in the same census year.

Between the 2015 and 2020 censuses, the population of Barangay Cawilan changed from 1,755 to 1,931, a shift of +10.0% over the five-year period. This places the barangay among those with growing populations in Tubod. The Philippine Statistics Authority classifies Barangay Cawilan as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
