Barangay Reyes forms part of Tuguegarao City, a city in Cagayan, and is classified as a mid-sized barangay.

This places the barangay among those with growing populations in Tuguegarao City. Barangay Reyes is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Tuguegarao City is a city comprising 49 barangays, and serves as the governing unit directly responsible for local services in Barangay Reyes, including public health, sanitation, peace and order, and civil registration.
