Situated in Baggao, Cagayan, Barangay Catugay is one of 48 barangays that make up the municipality within Cagayan Valley.

According to the 2020 Philippine census, Barangay Catugay had a population of 846. This made it the 42nd largest of 48 barangays in Baggao by population, placing it among the smaller barangays of the municipality. Residents of Barangay Catugay accounted for approximately 0.96% of the total population of Baggao, which stood at 87,753 in the same census year.

The barangay recorded 877 residents in the 2015 intercensal count and 846 residents in the 2020 Census — a net change of -3.5%, consistent with a contracting settlement. Barangay Catugay is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
