Situated in Baras, Rizal, Barangay Pinugay is one of 10 barangays that make up the municipality within CALABARZON.

According to the 2020 Philippine census, Barangay Pinugay had a population of 50,609. This made it the 1st largest of 10 barangays in Baras by population, placing it among the most populous barangays of the municipality. Residents of Barangay Pinugay accounted for approximately 57.75% of the total population of Baras, which stood at 87,637 in the same census year.

The barangay recorded 38,758 residents in the 2015 intercensal count and 50,609 residents in the 2020 Census — a net change of +30.6%, consistent with a growing settlement. Barangay Pinugay is officially classified as urban, reflecting the density and built-up character of the area.

Baras is a municipality comprising 10 barangays, and serves as the governing unit directly responsible for local services in Barangay Pinugay, including public health, sanitation, peace and order, and civil registration.
