Residents of Barangay Palanas accounted for approximately 0.25% of the total population of City of Calbayog, which stood at 186,960 in the same census year.

The barangay recorded 384 residents in the 2015 intercensal count and 471 residents in the 2020 Census — a net change of +22.7%, consistent with a growing settlement. The Philippine Statistics Authority classifies Barangay Palanas as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

City of Calbayog is a city comprising 157 barangays, and serves as the governing unit directly responsible for local services in Barangay Palanas, including public health, sanitation, peace and order, and civil registration.
