Barangay Pasay forms part of City of Maasin, a city in Southern Leyte, and is classified as a small barangay.

This made it the 32nd largest of 70 barangays in City of Maasin by population, placing it in the middle tier of the city. Residents of Barangay Pasay accounted for approximately 1.16% of the total population of City of Maasin, which stood at 87,446 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Pasay moving from 1,008 residents to 1,014 residents, an intercensal change of +0.6%. The trajectory indicates a slowly expanding community. The Philippine Statistics Authority classifies Barangay Pasay as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

City of Maasin is a city comprising 70 barangays, and serves as the governing unit directly responsible for local services in Barangay Pasay, including public health, sanitation, peace and order, and civil registration.
