This made it the 49th largest of 53 barangays in Talavera by population, placing it among the smaller barangays of the municipality. Residents of Barangay Pantoc Bulac accounted for approximately 0.77% of the total population of Talavera, which stood at 132,338 in the same census year.

The barangay recorded 851 residents in the 2015 intercensal count and 1,017 residents in the 2020 Census — a net change of +19.5%, consistent with a growing settlement. The Philippine Statistics Authority classifies Barangay Pantoc Bulac as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

Talavera is a municipality comprising 53 barangays, and serves as the governing unit directly responsible for local services in Barangay Pantoc Bulac, including public health, sanitation, peace and order, and civil registration.
