Barangay Bical forms part of Peñablanca, a municipality in Cagayan, and is classified as a small barangay.

This made it the 13th largest of 24 barangays in Peñablanca by population, placing it in the middle tier of the municipality. Census comparisons between 2015 and 2020 show Barangay Bical moving from 1,696 residents to 1,883 residents, an intercensal change of +11.0%. The trajectory indicates a growing community. The Philippine Statistics Authority classifies Barangay Bical as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
