According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Bulagao had a population of 3,761. This made it the 3rd largest of 32 barangays in Tuao by population, placing it among the most populous barangays of the municipality. Residents of Barangay Bulagao accounted for approximately 5.88% of the total population of Tuao, which stood at 63,970 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Bulagao moving from 3,649 residents to 3,761 residents, an intercensal change of +3.1%. The trajectory indicates a growing community. The Philippine Statistics Authority classifies Barangay Bulagao as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
