Barangay To-oy

Barangay To-oy forms part of City of Himamaylan, a city in Negros Occidental, and is classified as a mid-sized barangay.

According to the 2020 Philippine census, Barangay To-oy had a population of 4,533. This made it the 13th largest of 19 barangays in City of Himamaylan by population, placing it in the middle tier of the city. Residents of Barangay To-oy accounted for approximately 3.90% of the total population of City of Himamaylan, which stood at 116,240 in the same census year.

The barangay recorded 4,375 residents in the 2015 intercensal count and 4,533 residents in the 2020 Census — a net change of +3.6%, consistent with a growing settlement. Barangay To-oy is officially classified as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.

City of Himamaylan is a city comprising 19 barangays, and serves as the governing unit directly responsible for local services in Barangay To-oy, including public health, sanitation, peace and order, and civil registration. Within the wider province of Negros Occidental, which contains 662 barangays across its component cities and municipalities, Barangay To-oy ranks 208th by 2020 population. Barangay To-oy is governed by an elected Sangguniang Barangay composed of a Punong Barangay and seven kagawads, with the Sangguniang Kabataan representing the youth. The next BSKE, set for Monday, November 2, 2026, will elect officials to four-year terms as provided under Republic Act No. 12232.
