Situated in Solsona, Ilocos Norte, Barangay Talugtog is one of 22 barangays that make up the municipality within Ilocos Region.

According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority, Barangay Talugtog had a population of 1,096. This made it the 13th largest of 22 barangays in Solsona by population, placing it in the middle tier of the municipality. Residents of Barangay Talugtog accounted for approximately 4.41% of the total population of Solsona, which stood at 24,851 in the same census year.

Census comparisons between 2015 and 2020 show Barangay Talugtog moving from 1,038 residents to 1,096 residents, an intercensal change of +5.6%. The trajectory indicates a growing community. The Philippine Statistics Authority classifies Barangay Talugtog as rural, a designation applied to barangays with lower population density and predominantly non-built-up land use.
